TEMPORARY SUPPORT MEASURES FOR CURRENT DEMAND IN GENERAL PRACTICE

General Practice is experiencing a significant surge in patient demand due
to the prevalence of influenza, COVID and other respiratory illness.  Many
practices are already working over and above their routine scheduled
clinics and the IMO has agreed with the HSE to provide support for GPs to
run additional clinics to during this exceptional period.

  • These measures will be in place from week commencing 26th December to
    Friday 3rd February 2023
  • It is important to note that not all GP Practices will be in a
    position to operate additional clinics bearing in mind their current
    schedules and their commitments to out of hours rotas.

The IMO has also agreed additional supports to Out of Hours services.

Hours Additional Clinics Can Operate

GPs may, bearing in mind the needs of their own patients and the practice
capacity, schedule extended/additional clinics weekday evenings from 5pm to
7pm and Saturday mornings 9am to 1pm.

Are these Additional Clinics emergency clinics or Walk In clinics

No.  the additional clinics are for your own practice patients and
appointments will be scheduled in line with your own practice policy.

Resources available to support Additional Clinics

The full STC Rate of €41.63 will be available to GPs for GMS patients from
5pm – 7pm (inclusive) Monday to Friday and from 9am -1pm (inclusive) on
Saturday.  It is recognised that all GP sessions are a mix of GMS and
private patients, and that practice should continue for the
extended/additional sessions with private patients paying as normal and in
line with practice policy.

It is also recognised that Practices will face operational costs associated
with the delivery and administration of additional clinics and the
following practice support will be paid as a once off measure at the end of
the four-week period.

Each GMS GP in Participating Practices will receive additional supports as
follows:

  • GPs with panel size of 1,001 or more whose practice operate
    extended/additional Clinics on at least 2 weeknights each week and at least
    3 Saturday morning for the period to end January will receive €1,500
  • GPs with panel size of between 501 and 1,000 whose practice operate
    extended/additional clinics on at least 2 weeknights each week and at least
    3 Saturday morning for the period to end January will receive €1,350
  • GPs with Panel size of between 101 & 500 whose practice operate
    extended/additional clinics on 2 or more weeknights and at least 3 Saturday
    morning for the period to end January will receive €1,200
  • GMS GP’s whose practice operate extended/additional clinics on less
    than 2 evenings a week (but at least one evening) and no Saturday morning
    clinics for the period to end January will receive €1,000

How are payments claimed

STC payments for in person consultations with GMS patients may be claimed
in the normal way through the PCRS portal.  In line with existing protocols
GPs must keep signed form by patient which indicate the time of
consultation.

In relation to the Practice Support Grant this will be payable at the end
of the period.  Full details on how to claim this payment will issue before
that date.

For this period STC claims must be submitted within 2 working days of the
consultation so as to enable the wider system to have real time patient
data.

Do I need to advise the HSE that my practice is participating

No. There is no requirement to notify the HSE.  It will be clear from the
STC claiming what activity is being undertaken in each practice. Equally if
your practice chooses not to participate there is no issue with same and
you continue your normal practice.

*In order to participate does the practice need to commit to the full time
period *

No. It is recognised that each practice will have variables in terms of
patient profile and the extent to which additional clinics are required.
You will receive the STCs for each of the extended/additional clinics and
receive pro rata practice support grant for the number of weeks your
practice participated.

*Are these Additional Clinics for GMS/DVC Patients Only *

No.  As with all GP sessions the patient profile will be mixed and will be
scheduled according to practice capacity however Private Patients will
continue to pay as normal in line with practice policy.

Are these Additional Clinics for Respiratory Illness Only

No.  While recognising the surge in Influenza, COVID and other respiratory
illness the clinics will be for all acute presentations.  However, GPs may
not claim STCs consultations in addition to fees for other programmes such
as Contraceptive Scheme, CDM or Vaccination Clinics.

Are Out of Hours Services Continuing to Operate at these times

Yes. The aim of the measures is to support and increase capacity and
further supports have been secured for Out of Hours Service (see below
section on Out of Hours).  Where GPs are scheduling additional clinics,
they should bear in mind their existing out of hours commitments which will
still be required.

OUT OF HOURS CO-OPS

  1. Increased Grant Funding

  2. Additional Supports to enhance rotas between hours of 6pm and 10pm

  3. Increased Grant Funding

All of Out of Hours Co-ops received grant funding in 2022 equivalent to the
total amount of STCs that they would have claimed in 2019. For 2023 this
amount will be increased by 7.5% in recognition of the increased activity
in triaging.

This increase will be paid with the January 2023 allocation.  The HSE will
be in communication with the individual Co-ops in the coming days outlining
what this additional grant funding will amount to in each individual case
and this will be allocated on the population base of the relevant out of
hours service.

  1. Additional Supports to enhance rotas between hours of 6pm and 10pm

In addition, the HSE will provide funding to the current grant funded
Co-ops to enable them roster additional doctors in out of Hours Treatment
Centres between the hours of 6pm and 10pm.  This additional funding will
enable more patients to receive in person consultations by OOH services.
The additional rostered doctors can be locums engaged by the Co-ops or
existing GP Co-op members.  This exceptional measure will commence on 26th
December 2022 and will operate to the 28th February 2023 (inclusive) with a
target of securing 100 additional GPs into the roster during this limited
period.

Many practices are already working over and above their routine scheduled clinics and the IMO has agreed with the HSE to provide support for GPs to run additional clinics to during this exceptional period. - *These measures will be in place from week commencing 26th December to Friday 3rd February 2023* - *It is important to note that not all GP Practices will be in a position to operate additional clinics bearing in mind their current schedules and their commitments to out of hours rotas.* The IMO has also agreed additional supports to Out of Hours services. *Hours Additional Clinics Can Operate* GPs may, bearing in mind the needs of their own patients and the practice capacity, schedule extended/additional clinics weekday evenings from 5pm to 7pm and Saturday mornings 9am to 1pm. *Are these Additional Clinics emergency clinics or Walk In clinics* No. the additional clinics are for your own practice patients and appointments will be scheduled in line with your own practice policy. *Resources available to support Additional Clinics* The full STC Rate of €41.63 will be available to GPs for GMS patients from 5pm – 7pm (inclusive) Monday to Friday and from 9am -1pm (inclusive) on Saturday. It is recognised that all GP sessions are a mix of GMS and private patients, and that practice should continue for the extended/additional sessions with private patients paying as normal and in line with practice policy. It is also recognised that Practices will face operational costs associated with the delivery and administration of additional clinics and the following practice support will be paid as a once off measure at the end of the four-week period. *Each GMS GP in Participating Practices will receive additional supports as follows:* - GPs with panel size of 1,001 or more whose practice operate extended/additional Clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,500 - GPs with panel size of between 501 and 1,000 whose practice operate extended/additional clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,350 - GPs with Panel size of between 101 & 500 whose practice operate extended/additional clinics on 2 or more weeknights and at least 3 Saturday morning for the period to end January will receive €1,200 - GMS GP’s whose practice operate extended/additional clinics on less than 2 evenings a week (but at least one evening) and no Saturday morning clinics for the period to end January will receive €1,000 *How are payments claimed* STC payments for *in person* consultations with GMS patients may be claimed in the normal way through the PCRS portal. In line with existing protocols GPs must keep signed form by patient which indicate the time of consultation. In relation to the Practice Support Grant this will be payable at the end of the period. Full details on how to claim this payment will issue before that date. *For this period STC claims must be submitted within 2 working days of the consultation so as to enable the wider system to have real time patient data.* *Do I need to advise the HSE that my practice is participating* No. There is no requirement to notify the HSE. It will be clear from the STC claiming what activity is being undertaken in each practice. Equally if your practice chooses not to participate there is no issue with same and you continue your normal practice. *In order to participate does the practice need to commit to the full time period * No. It is recognised that each practice will have variables in terms of patient profile and the extent to which additional clinics are required. You will receive the STCs for each of the extended/additional clinics and receive pro rata practice support grant for the number of weeks your practice participated. *Are these Additional Clinics for GMS/DVC Patients Only * No. As with all GP sessions the patient profile will be mixed and will be scheduled according to practice capacity however Private Patients will continue to pay as normal in line with practice policy. *Are these Additional Clinics for Respiratory Illness Only* No. While recognising the surge in Influenza, COVID and other respiratory illness the clinics will be for all acute presentations. However, GPs may not claim STCs consultations in addition to fees for other programmes such as Contraceptive Scheme, CDM or Vaccination Clinics. *Are Out of Hours Services Continuing to Operate at these times* Yes. The aim of the measures is to support and increase capacity and further supports have been secured for Out of Hours Service (see below section on Out of Hours). Where GPs are scheduling additional clinics, they should bear in mind their existing out of hours commitments which will still be required. *OUT OF HOURS CO-OPS* 1. Increased Grant Funding 2. Additional Supports to enhance rotas between hours of 6pm and 10pm 1. *Increased Grant Funding* All of Out of Hours Co-ops received grant funding in 2022 equivalent to the total amount of STCs that they would have claimed in 2019. For 2023 this amount will be increased by 7.5% in recognition of the increased activity in triaging. This increase will be paid with the January 2023 allocation. The HSE will be in communication with the individual Co-ops in the coming days outlining what this additional grant funding will amount to in each individual case and this will be allocated on the population base of the relevant out of hours service. 1. *Additional Supports to enhance rotas between hours of 6pm and 10pm* In addition, the HSE will provide funding to the current grant funded Co-ops to enable them roster additional doctors in out of Hours Treatment Centres between the hours of 6pm and 10pm. This additional funding will enable more patients to receive in person consultations by OOH services. The additional rostered doctors can be locums engaged by the Co-ops or existing GP Co-op members. This exceptional measure will commence on 26th December 2022 and will operate to the 28th February 2023 (inclusive) with a target of securing 100 additional GPs into the roster during this limited period. Sadly, the Hilltop Drogheda crew won’t be doing this.

We are so busy during the day time, I/ we won’t be involved in this.

We have done our part for the last 2+ years and no more.

We have a a decent Co-op that kicks in after 6pm and good weekend cover.

TEMPORARY SUPPORT MEASURES FOR CURRENT DEMAND IN GENERAL PRACTICE

General Practice is experiencing a significant surge in patient demand due to the prevalence of influenza, COVID and other respiratory illness. Many practices are already working over and above their routine scheduled clinics and the IMO has agreed with the HSE to provide support for GPs to run additional clinics to during this exceptional period.

  • These measures will be in place from week commencing 26th December to Friday 3rd February 2023
  • It is important to note that not all GP Practices will be in a position to operate additional clinics bearing in mind their current schedules and their commitments to out of hours rotas.

The IMO has also agreed additional supports to Out of Hours services.

Hours Additional Clinics Can Operate

GPs may, bearing in mind the needs of their own patients and the practice capacity, schedule extended/additional clinics weekday evenings from 5pm to 7pm and Saturday mornings 9am to 1pm.

Are these Additional Clinics emergency clinics or Walk In clinics

No. the additional clinics are for your own practice patients and appointments will be scheduled in line with your own practice policy.

Resources available to support Additional Clinics

The full STC Rate of €41.63 will be available to GPs for GMS patients from 5pm – 7pm (inclusive) Monday to Friday and from 9am -1pm (inclusive) on Saturday. It is recognised that all GP sessions are a mix of GMS and private patients, and that practice should continue for the extended/additional sessions with private patients paying as normal and in line with practice policy.

It is also recognised that Practices will face operational costs associated with the delivery and administration of additional clinics and the following practice support will be paid as a once off measure at the end of the four-week period.

Each GMS GP in Participating Practices will receive additional supports as follows:

  • GPs with panel size of 1,001 or more whose practice operate extended/additional Clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,500
  • GPs with panel size of between 501 and 1,000 whose practice operate extended/additional clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,350
  • GPs with Panel size of between 101 & 500 whose practice operate extended/additional clinics on 2 or more weeknights and at least 3 Saturday morning for the period to end January will receive €1,200
  • GMS GP’s whose practice operate extended/additional clinics on less than 2 evenings a week (but at least one evening) and no Saturday morning clinics for the period to end January will receive €1,000

How are payments claimed

STC payments for in person consultations with GMS patients may be claimed in the normal way through the PCRS portal. In line with existing protocols GPs must keep signed form by patient which indicate the time of consultation.

In relation to the Practice Support Grant this will be payable at the end of the period. Full details on how to claim this payment will issue before that date.

For this period STC claims must be submitted within 2 working days of the consultation so as to enable the wider system to have real time patient data.

Do I need to advise the HSE that my practice is participating

No. There is no requirement to notify the HSE. It will be clear from the STC claiming what activity is being undertaken in each practice. Equally if your practice chooses not to participate there is no issue with same and you continue your normal practice.

In order to participate does the practice need to commit to the full time period

No. It is recognised that each practice will have variables in terms of patient profile and the extent to which additional clinics are required. You will receive the STCs for each of the extended/additional clinics and receive pro rata practice support grant for the number of weeks your practice participated.

Are these Additional Clinics for GMS/DVC Patients Only

No. As with all GP sessions the patient profile will be mixed and will be scheduled according to practice capacity however Private Patients will continue to pay as normal in line with practice policy.

Are these Additional Clinics for Respiratory Illness Only

No. While recognising the surge in Influenza, COVID and other respiratory illness the clinics will be for all acute presentations. However, GPs may not claim STCs consultations in addition to fees for other programmes such as Contraceptive Scheme, CDM or Vaccination Clinics.

Are Out of Hours Services Continuing to Operate at these times

Yes. The aim of the measures is to support and increase capacity and further supports have been secured for Out of Hours Service (see below section on Out of Hours). Where GPs are scheduling additional clinics, they should bear in mind their existing out of hours commitments which will still be required.

OUT OF HOURS CO-OPS

All of Out of Hours Co-ops received grant funding in 2022 equivalent to the total amount of STCs that they would have claimed in 2019. For 2023 this amount will be increased by 7.5% in recognition of the increased activity in triaging.

This increase will be paid with the January 2023 allocation. The HSE will be in communication with the individual Co-ops in the coming days outlining what this additional grant funding will amount to in each individual case and this will be allocated on the population base of the relevant out of hours service.

  1. <a name="m_-1736073359151164884__Hlk122704370" style="color:#0000ff;font-style:normal;font-weight:normal;text-decoration:none"></a>Additional Supports to enhance rotas between hours of 6pm and 10pm

In addition, the HSE will provide funding to the current grant funded Co-ops to enable them roster additional doctors in out of Hours Treatment Centres between the hours of 6pm and 10pm. This additional funding will enable more patients to receive in person consultations by OOH services. The additional rostered doctors can be locums engaged by the Co-ops or existing GP Co-op members. This exceptional measure will commence on 26th December 2022 and will operate to the 28th February 2023 (inclusive) with a target of securing 100 additional GPs into the roster during this limited period.

TEMPORARY SUPPORT MEASURES FOR CURRENT DEMAND IN GENERAL PRACTICE

General Practice is experiencing a significant surge in patient demand due to the prevalence of influenza, COVID and other respiratory illness. Many practices are already working over and above their routine scheduled clinics and the IMO has agreed with the HSE to provide support for GPs to run additional clinics to during this exceptional period.

  • These measures will be in place from week commencing 26th December to Friday 3rd February 2023
  • It is important to note that not all GP Practices will be in a position to operate additional clinics bearing in mind their current schedules and their commitments to out of hours rotas.

The IMO has also agreed additional supports to Out of Hours services.

Hours Additional Clinics Can Operate

GPs may, bearing in mind the needs of their own patients and the practice capacity, schedule extended/additional clinics weekday evenings from 5pm to 7pm and Saturday mornings 9am to 1pm.

Are these Additional Clinics emergency clinics or Walk In clinics

No. the additional clinics are for your own practice patients and appointments will be scheduled in line with your own practice policy.

Resources available to support Additional Clinics

The full STC Rate of €41.63 will be available to GPs for GMS patients from 5pm – 7pm (inclusive) Monday to Friday and from 9am -1pm (inclusive) on Saturday. It is recognised that all GP sessions are a mix of GMS and private patients, and that practice should continue for the extended/additional sessions with private patients paying as normal and in line with practice policy.

It is also recognised that Practices will face operational costs associated with the delivery and administration of additional clinics and the following practice support will be paid as a once off measure at the end of the four-week period.

Each GMS GP in Participating Practices will receive additional supports as follows:

  • GPs with panel size of 1,001 or more whose practice operate extended/additional Clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,500
  • GPs with panel size of between 501 and 1,000 whose practice operate extended/additional clinics on at least 2 weeknights each week and at least 3 Saturday morning for the period to end January will receive €1,350
  • GPs with Panel size of between 101 & 500 whose practice operate extended/additional clinics on 2 or more weeknights and at least 3 Saturday morning for the period to end January will receive €1,200
  • GMS GP’s whose practice operate extended/additional clinics on less than 2 evenings a week (but at least one evening) and no Saturday morning clinics for the period to end January will receive €1,000

How are payments claimed

STC payments for in person consultations with GMS patients may be claimed in the normal way through the PCRS portal. In line with existing protocols GPs must keep signed form by patient which indicate the time of consultation.

In relation to the Practice Support Grant this will be payable at the end of the period. Full details on how to claim this payment will issue before that date.

For this period STC claims must be submitted within 2 working days of the consultation so as to enable the wider system to have real time patient data.

Do I need to advise the HSE that my practice is participating

No. There is no requirement to notify the HSE. It will be clear from the STC claiming what activity is being undertaken in each practice. Equally if your practice chooses not to participate there is no issue with same and you continue your normal practice.

In order to participate does the practice need to commit to the full time period

No. It is recognised that each practice will have variables in terms of patient profile and the extent to which additional clinics are required. You will receive the STCs for each of the extended/additional clinics and receive pro rata practice support grant for the number of weeks your practice participated.

Are these Additional Clinics for GMS/DVC Patients Only

No. As with all GP sessions the patient profile will be mixed and will be scheduled according to practice capacity however Private Patients will continue to pay as normal in line with practice policy.

Are these Additional Clinics for Respiratory Illness Only

No. While recognising the surge in Influenza, COVID and other respiratory illness the clinics will be for all acute presentations. However, GPs may not claim STCs consultations in addition to fees for other programmes such as Contraceptive Scheme, CDM or Vaccination Clinics.

Are Out of Hours Services Continuing to Operate at these times

Yes. The aim of the measures is to support and increase capacity and further supports have been secured for Out of Hours Service (see below section on Out of Hours). Where GPs are scheduling additional clinics, they should bear in mind their existing out of hours commitments which will still be required.

All of Out of Hours Co-ops received grant funding in 2022 equivalent to the total amount of STCs that they would have claimed in 2019. For 2023 this amount will be increased by 7.5% in recognition of the increased activity in triaging.

This increase will be paid with the January 2023 allocation. The HSE will be in communication with the individual Co-ops in the coming days outlining what this additional grant funding will amount to in each individual case and this will be allocated on the population base of the relevant out of hours service.

  1. <a name="m_-1736073359151164884__Hlk122704370" style="color:#0000ff;font-style:normal;font-weight:normal;text-decoration:none"></a>Additional Supports to enhance rotas between hours of 6pm and 10pm

In addition, the HSE will provide funding to the current grant funded Co-ops to enable them roster additional doctors in out of Hours Treatment Centres between the hours of 6pm and 10pm. This additional funding will enable more patients to receive in person consultations by OOH services. The additional rostered doctors can be locums engaged by the Co-ops or existing GP Co-op members. This exceptional measure will commence on 26th December 2022 and will operate to the 28th February 2023 (inclusive) with a target of securing 100 additional GPs into the roster during this limited period.
